John A Lever, Managing Partner

Mr. Lever has over 18 years of experience in business and founded the Lever Group in 2004.  His experience in management consulting includes supporting clients, managing programs and leading practice teams at BearingPoint, KPMG and KPMG Consulting.   Mr. Lever has also served as Chief Information Officer for Navix Radiology Systems, a multistate health care firm. 

Mr. Lever is a community leader in Washington District of Columbia (DC) and has served as an Advisory Neighborhood Commissioner (www.anc2e.com ) for the DC Government. 

Paul Mayhew

Paul Mayhew currently serves as Senior Consultant for The Lever Group where he leads the program management
office for the Department of Labor Infrastructure Optimization (DIO) project. He is also responsible for managing the
OMB 300 business case development for DIO. Mr. Mayhew has several years’ experience managing the production and quality
control of publications and briefings at the Department of Defense and in the private sector.

Mr. Mayhew received his MBA from The George Washington University in August 2006.

Austin Henderson

Mr. Henderson manages The Lever Group’s acquisition support services as well as its OMB 300 preparation and guidance
operations. He has worked with the Department Of Homeland Security to develop acquisition solutions and performance measures. Before joining The Lever Group,
Austin worked as COTR for the Department of the Air Force. There, Mr. Henderson served on several technical evaluation
teams and served as the program management representative for several million dollar acquisitions.

Mr. Henderson is receiving a dual Masters Degree (an MBA and a Masters in International Business) from The George Washington University in June 2007.

Sanovia McArthur

Ms. McArthur is a Senior Analyst with The Lever Group and is responsible for creating and maintaining project management files and
assists in preparation of OMB 300’s. She is an Earned Value Management Specialist with The Department of Labor. Ms. McArthur has a
background in Computer Information Systems, working with the Federal Bureau of Investigation and Sughrue Mion patent and trademark law firm.

Andrew Warlick

Mr. Warlick is an Analyst for The Lever Group where he manages The Lever Group’s E-Gov support program and the CPIC review process.
Mr. Warlick’s work includes training program managers at the Departments of Labor and Energy on completing the OMB 300. He has also
worked to develop an E-Gov assessment method for The Lever Group.

Prior to joining the Lever Group, Mr. Warlick helped conduct a business process review of the USDA’s Plant Protection & Quarantine program.

Danny Hsu

Danny Hsu is an Analyst at The Lever Group supporting the Department of Labor OCIO in program management.
His background includes supporting the Government Performance Reform Act, the President’s Management Agenda
and E-Gov initiatives at the Small Business Administration. At SBA, Danny assisted the Agency’s internal control
process by supporting strategic planning and budget integration, providing tools and guidance to assist in program
evaluations, and developed processes used to analyze and report performance and resource information.

Stephen Carlson

Mr. Carlson is a Senior Consultant for The Lever Group, where he is responsible for the earned value management (EVM) practice. He has a strong background in developing EVMS processes, analyzing data for federal agency portfolios and assisting project managers in EVM best practices. Mr. Carlson has previous experience in establishing processes for accurate and effective turn-around of earned value data at the Department of Labor (DOL).

Wayman Bishop, Senior Advisor for Executive Leadership Development

Mr. Bishop has over thirty years of management experience, leading and managing large, dynamic and diverse organizations. Included in that experience, is fourteen years in program and project management, seven years in management consulting, and ten years commanding operational units in the United States Marines Corps.
